Hatches Harbor Community Rules 2020:

Bicycle Shed. The bicycle shed is for the use of owners exclusively.

Cooking Fires. No grills or open fires of any type are permitted on decks, porches, under stairs, or within ten (10) feet of the building. Grills can only be used away from the building. You are responsible for ensuring that fires are totally extinguished and that all cooking equipment is removed from common areas. Outdoor cooking is only permissible at times and in locations that do not disturb or annoy residents of other units.

Decks/Railings. No articles, including towels, swim suits, or clothing, may be hung on or over deck railings in the front or back of the building at any time. No storage of any kind is permitted on decks.

Lease Terms and Non-Owner Usage. No rental or lease shall be for a term less than 30 days. A lease must be used for all rentals, in the form approved by the Board and as delineated in the Bylaws. Any unit owner renting his/her/their unit must also comply with the Town of Provincetown’s Board of Health Regulation, “Habitations for Rent.” When an owner allows family or personal friends to occupy his/her/their unit exclusively without charge, the owner must be reachable and responsible for the guest(s) at all times.

Noise. Radios, televisions, stereos, and other sound equipment volume must be maintained at a level that does not annoy or interfere with the residents of any other unit. Quiet hours are to be observed beginning at 10 p. m. and continuing until 7 a. m. everywhere within the building and surrounding grounds. All residents and their guests are asked to honor this quiet time anywhere on our property: in the parking lot, while walking to or from a unit, on a balcony, or inside the building.

Parking. All parking spaces are assigned to units as illustrated in the diagram. Only vehicles associated with a particular unit may park in the space assigned to the unit. Any vehicle parked in a unit space that does not pertain to that unit may be towed at the vehicle owner’s expense. The guest spaces (G) are for use only by unit owners and their guests, but only when the unit owner is in residence. Tenants and tenant guests may not use the guest spaces. For purposes of this rule, a tenant is defined as anyone occupying a unit when the owner is absent, regardless of whether the tenant is paying rent.

A guest space may be used by a particular unit owner or guest of a unit owner for no more than 48 consecutive hours if the other guest spaces are in use. After 48 hours, if the other guest spaces are not in use, then the vehicle may remain until the other guest spaces become occupied. Once any vehicle goes beyond the 48 hour mark in its use of a guest space, that vehicle must be moved when the other guest spaces are filled.

Unit owners who own more than one vehicle may not use a guest spot for their second vehicle on weekends (Friday through Sunday) between July 1 and September 15.

Unit owners will be provided with laminated cards indicating their unit numbers. These cards must be placed on the dashboard of any car in a guest space, including an owner’s car. No unit owner may store boats, trailers, or any other object that is not self-motorized in the parking lot.

Pets. Only unit owners may keep pets. No renters will be allowed to have pets of any kind. All pets must be kept on a leash or tied at all times while they are outside per town order. Fouling must be removed by the pet owner.

Rubbish. In the Recycle barrels, please place glass bottles, plastic bottles, tin and aluminum cans, cardboard, newspaper and paper products. Dirty items should be rinsed. No plastic bags. All other items can be placed in the trash barrels, but tied in plastic garbage bags. Per Provincetown Health Department order, no loose debris can be placed in the Trash barrels.

Signs. No signs (e.g., For Rent or For Sale) are to be placed in windows, doors, or anywhere on the building.

Smoking in Common Areas. Smoking is prohibited on all decks and walkways of Association grounds. Tenants and tenant guests are prohibited from smoking in units as well as on decks and other common elements.

Storage Crawl Space. No flammable items may be stored. Temperature in Units. The temperature maintained in condo units must be at least fifty (50) degrees Fahrenheit at all times to prevent pipes from freezing, regardless of whether a unit is vacant or occupied. Owners may not turn off their heat during cold weather, even if they drain the water pipes.

Any infractions of the Rules and Regulations by non-owners will be directed to the relevant unit owner to address.
